At Nairobi City County’s headquarters at City Hall, three people have become superior untouchables and no one dares to call them out.
At one corner you have Governor Johnson Sakaja’s wonder girl- you can call her the ‘sacred girl’ Asha Abdi who is the Chief Finance Officer.
In the second corner you have the innocent looking but ferociously cunning Charles Kerich who is your County Executive Committee Member for Finance.
The two have three big tasks; loot on behalf of state cartels, the governor and themselves, forever as long as it lasts and the cycle goes on and on.
There is a shocking third entry to the list and this is none other than the Ward Development Fund Acting Chief Executive Officer Eston Kimathi.
Mr. Kimathi who is serving illegally in office given the fact that there is another officer with the substantive recruitment letter holds key to Asha Abdi and Kerich’s interests in the 85 wards.
It has been established that the three are using several companies among them Emari Ventures to siphon county resources in conjunction with selected MCAs who are ready to cooperate.
In the past three months, the company has been paid close to Ksh72 million for unexplained works in various wards.
In March 2024, the company was paid Ksh 19million for rehabilitation of a Social Hall in Lower Savannah Ward in Embakasi East.
The company as per the emerging documents has so far been paid over Ksh 230 Million since October 2024.
With Asha in charge of key supplies in garbage collection, disaster management and all supplies related to road construction through her brothers, she has created a free heaven for herself at City Hall with full blessings from the governor.
Together with Eston, they also collaborated with Eastleigh North MCA Ahmedgadar Mohamed Dabar to divert WDF funds for personal gain.
Officers who have not toed their line have had to be shown the exit door, demoted or transferred to other sectors.
Daniel Nguru, a senior accountant, is said to have been demoted to social services after falling out with Budget Committee chairperson Wilfred Odalo.
Long serving finance officer Martha Wambugu who has her own share of looting scandals was demoted and deployed to Risk management, a position that was held by George Mwareria a retired officer.
Caroline Wang’ang’a is now the head of treasury and under full control of Asha Abdi.
Kerich and Asha have previously made millions through Zonari Investment which was paid Sh 21,823,600 under Invoice number 577 and LPO Number : 516. Centreline Logistics which has been receiving millions for work not done will also bagged Ksh 88,579,806 under Invoice No: CL/5/2023 LPO No: 517
The county has developed the habit of making millions and sometimes billions of fake payments during this period when the FY is coming to an end.
This is a calculated move to clear the county coffers in the name of development budget pending bills before the beginning of another FY.
Senior officers who have been investigated over dubious payments for the past two years include Asha Abdi, Martha Wambugu, Kevin Musamia, Nairobi City County Assembly Speaker Ken Ng’ondi, accounts Vincent Muhanji, Stephen Mafura, Denis Muia who is a close ally to Asha Abdi and does Work Plans.
A close source to Asha who sought anonymity said that she is incharge of garbage collection, roadworks and disaster management, she has all the accountants in her pocket and most of the companies are run by her close allies and family members.
The several companies in our possession have so far been paid millions of money through hot-air supplies.
