Controversial City Hall’s Planning Officer to be Ousted if Retained by Sakaja

Nairobi Members of County Assembly have vowed to oust long-serving Urban Planning Director Patrick Analo if vetted and absorbed for involvement in shoddy deals.

The MCAs warned Governor Johnson Sakaja against appointing or retaining persons who have been part of the mess in the planning department leading to billions in pending bills.

The legislators are accusing Mr. Analo of being part of the problem and cartel that has captured the department from acquiring kickbacks for approvals to colluding with land grabbers in the City.

The planning sector has over the years been accused of presiding over impunity by disregarding the zoning policy.

A recent report by the Nairobi County Assembly planning committee revealed that more than 70 percent of residential buildings in Nairobi County are not compliant with the county government’s zoning policy.

The report indicated that Planning, Housing and Lands officials with both Analo and SG Mwangi (Mwangi is the current CECM and former Chief Officer of the same department) on the spot for malpractices done during their tenure.

Mr Analo has also been on the spot for colluding with unscrupulous business cartels in the county and the National Land Commission to irregularly allocate land to powerful individuals in Westlands.

The department has also been on the spot for certifying building of residential houses along riparian land and grabbing of public land within slum areas.

On the zoning policy, the officer from the Planning Department have repeatedly been accused of colluding with unscrupulous developers to put up buildings in total disregard of the zoning policy, which gives guidelines on how many floors a structure should have, and the maximum number of buildings allowed in a certain zone.

As of now, only 25 percent of all city buildings adhere to the policy and the situation has been fuelled by the existence of cartels in the county comprising of sub-county administrators, planning officers and enforcement officers who are allowing the illegal structures to be put up.

When reached for comments on the same, Mr Analo abruptly ended the phone call.
