Senior KPA Officials Caught in Fresh Tender Fiasco

The rot at the Kenya Ports Authority is likely to stink beyond borders after fresh details implicating the Supply Chain Management General Manager Eveline Shigoli surfaced.

Shigoli who has survived several attempts to kick her out of the position has struck again, with details of how she worked with senior officers to forcefully award garage tenders to predetermined supplies at the state parastatal that continues to attract public attention over unprecedented corruption.

Documents in our possession indicate how she hurriedly pushed through numerous tenders, working under pressure from the senior officers and her undying desire to manipulate tenders in her favour.

One of the tenders- KPA/157-2024-25/ ICT for provision of mobile application support and maintenance services.

The tender conducted under restricted tender method is already under scrutiny after an insider shared critical information to investigative agencies.

Manager Procurement and Contract Management Moses Sirgoi was in charge on behalf of Shigoli who has been accused of playing cat and mouse games in the procurement processes.

No information has been issued as to why the tender,among many others was hurriedly done but as per our insider source, Shigoli and and her inner circle have already bagged millions in kickbacks and fears are rife that the tenders could be inflated.

The Procurement Manager has repeatedly told her critics that she enjoys unbowed political protection and that she is not concerned about media outlets airing or publishing the rot at KPA’s procurement desk.

Corruption at the procurement department has become the norm of the day and senior officers at the state agency have mastered ways of maneuvering the wheels of justice to avoid being caught.

When threatened, Shigholi has always made it a practice to instigate transfer officers standing on her way.

In 2024, she instigated the transfer of one Dan Omuyansi to marketing department.

He manipulated and ably exaggerated tender deals among them Provision of Electrical Works, Supply, Installation and Commissioning of Intelligent Structured Cabling, Customer Relationship Management System, Provision of Rehabilitation Facilities and Services, Provision of Outpatient and Inpatient Services to staff among others.

On the spot is Edward Wahome head of ICT and General Manager Corporate Services Edward Kamau whose docket is receiving a lot of security from auditors pointing fingers on how public coffers have been looted, among the several aspects that are being investigated includes Lamu Port ICT equipments.

This comes after the parastatal was hit with allegations of massive looting and misappropriation of public funds.

With fear that the government could move in and effect changes, the procurement department has for the last one week been a beehive of activities with numerous meetings being held headed by various engineers from every department at the port.

A source who spoke in anonymity said that the nature of corruption at the parastatal is on another level and they are calling upon relevant authorities to intervene.
