The Director of Criminal Investigation (DCI) has cautioned the Nairobi City County Assembly against approving Halkano Waqo for the Chief Officer Planning position. In a letter to the speaker, the DCI highlighted ongoing serious criminal investigations involving Waqo, warning that his clearance could compromise the investigations.
Waqo is reportedly under investigation for his alleged involvement in a 20 billion shillings probe raised by the Auditor General during the 2018/2019 financial year when he served as the Chief Officer Finance at City Hall. According to an assembly insider, the investigative agency has gathered substantial evidence implicating Waqo in fictitious payments made during his tenure.
Furthermore, it has emerged that Waqo did not apply for the position but was unlawfully shortlisted by City Hall power brokers in collaboration with the board. This revelation poses a legal challenge, as his appointment could be legally contested. As a result, the assembly is urged to reconsider Waqo’s candidacy to avoid potential legal repercussions.
