Exposed: How Nairobi County Planning Officers Collect Bribes on Illegal Construction Sites

Fresh details of how Nairobi City County officers from the lands and planning sector siphoning money from illegal construction sites have emerged exposing the rot in the department.

A case in Parklands ward, Taza Lane revealing an illegal construction site stopped farther developments by the court and proudly spurned the orders.

The whistleblower who sought for anonymity told our team that City Hall Officers’ collect Ksh.20,000 per floor regularly from such sites.

Once a client fails to honour the agreement, the officers with impunity mark the sites illegal/closed and allow them replace once they receive the handouts.

The enforcement officers from both county and national governments take no action after receiving the bribes.

National Police Service askaris offering security at a site which the court of law has ordered no further developments still puzzles Kenyans.

Plot 209/7509 situated along Taza Lane off City Park Drive has been operating with pure impunity to an extend of placing a Restricted Area placard at the entrance.

Restricted Area as per Cap 204 of the Constitution of Kenya clearly stipulates where such signposts are to be placed.

Ameey Homes Ltd Director Yusuf Asker, a youthful boss has been rogue and humiliating residents whenever asked to respect the court of law.

“No one can stop this construction, not even Governor Sakaja. You don’t know the forces behind it, so stop wasting your energy trying to fight what you don’t know. We have money and power, it’s our time to flourish and prosper,” Yusuf Asker told an area resident who tried ask why they knowingly flout the law.

The mabatis marked with X on 17/02/24 stating “illegal site” and “close site” at 209/7549- Taza Lane, Parklands 3 days later were replaced with new ones, and construction work proceeded until very late.

County Government officers who were near the site disclosed to our whistleblower that Mr. Tom Achar who serves as the Director Planning Enforcement together with his counterpart Michael Aswani Engineer Planning, Westlands Area assured the developers that no-one at this stage will stop completion of the illegal building before Easter holiday.

Rushing against time, AMEEY Homes illegally extend working hours to past midnight distracting the neighbours in order to complete the construction of the 16-storey building.

So far, one death has been reported from the controversial site.

The residents are now wondering if truly no one can stop the illegal constructions at Parklands why are relevant government agencies including National Construction Authority (NCA), National Environment Management Authority (NEMA) and City Hall silent with the matter?
