Water Agency Procurement Head Swims in Billions amid Water Scarcity in Coast

No one seems to care that billions of shillings are being lost at the Coast Water Works Development Agency.

The state parastatal has become a heaven for those who want easy and quick money through white elephant projects.

All this is happening courtesy of procurement head Stanlas Jira who is the go-to man at the coast for those who eat and worship graft.

Stanlas is a self-proclaimed king of ladies who has taken charge of the water agency despite being junior to the C.E.O Mr Tsuma.

He works closely with head of finance Stephen Masai who is also in war with some engineers over inspection of projects for fear of being unmasked for clearing payments for dubious projects.

The two who have looted heavily from the agency and are said to be planning day and night on how they will siphon the Shs2bn that is yet to be released by the national government.

Aware that the state is about to allocate money to the agency, our investigations have revealed that the two have already started collecting bribes from tender-preneurs.

They have been overheard claiming that they have protection from  Water CS Alice Wahome and PS Kiprono Ronoh.

The PS has however, as per our investigations proposed possible changes that could see some of the officers moved.

An ally to Jira and Masai has revealed that the two have invested heavily through corrupt money and that an honest life audit would unmask them.

“These guys have looted heavily and they’re living well.  They are tarnishing the good name of the president and the CS.” The source said.

Jira has been tacked in many controversies and he recently lost Ksh 200k from his car, money that he had looted from a supplier to give him a tender.

He met with the individual at a joint in Mombasa and he was allegedly given millions of money.

“But karma is real. He has Sh 300k. When he got out to deposit 100k at an M-PESA agent he found 200k missing from his car.” The source added.
